एक बार की बात है, एक घने जंगल में पक्षियों का जमावड़ा था। पक्षि राजा को अपनी समस्या बताते थे और राजा उनका समाधान करता था। फिर उस जंगल का राजा गरुड़ सिर्फ भगवान विष्णु की भक्ति में लीन रहने लग गया था। हंस, तोता, कोयल और कबूतर सहित सभी पक्षियों ने इससे परेशान होकर एक आम सभा बुलाई।
सभा में सभी पक्षियों ने एक स्वर में कहा कि हमारे राजा गरुड़ हमारी ओर ध्यान नहीं देते हैं, और फिर मोर ने कहा कि हमें अपनी समस्याओं को विष्णु लोक ले जाना चाहिए। हर जानवर पीड़ित है, लेकिन हमारे राजा को कोई परवाह नहीं है। उसी समय एक चिड़िया पक्षी ने एक नया राजा बनाने का प्रस्ताव रखा। कोयल ने कुहू कुहू और मुर्गे की आवाज निकालकर उसका साथ दिया। इस प्रकार लंबी बैठक के दौरान व्यथित पक्षियों ने सर्वसम्मति से एक नया राजा चुनने का निर्णय लिया।
अब राजा के चयन के लिए प्रतिदिन बैठक होने लगी। कई दिनों के विचार-विमर्श के बाद, उल्लू को सर्वसम्मति से राजा चुना गया। जैसे ही नए सम्राट को चुना गया, सभी पक्षी उल्लू के साम्राज्य के उद्घाटन की तैयारी करने लगे। आनन-फानन में राजा के सिंहासन को मोतियों से सजाने का काम शुरू हुआ और सभी तीर्थ स्थलों से पवित्र जल एकत्र किया गया।
सारी तैयारियाँ पूरी करने के बाद उल्लू के राज्याभिषेक का दिन आ पहुँचा। मुक्ता, माला और अन्य सब कुछ तैयार था। तोते मंत्र पढ़ रहे थे जब दो तोतों ने अनुरोध किया कि राज्याभिषेक से पहले उल्लू लक्ष्मी मंदिर में पूजा करें। उल्लू तुरंत तैयार हुआ और दोनों तोतों के साथ पूजा करने के लिए उड़ान भर गया। एक ही समय में इतनी सारी तैयारियाँ और साज सज्जा देख एक कौआ आ पहुँचा। कौवे ने प्रश्न किया, “अरे! उत्सव की इतनी तैयारी क्यों की जा रही है, और क्यों मनाई जा रही है?
मोर ने फिर कौवे को बताया, “हमने जंगल के नए राजा को चुन लिया है।” आज के राज्याभिषेक की तैयारी में, इन सभी सजावटों को पूरा कर लिया गया है। गुस्से में लाल हुए कौए ने जवाब दिया, “यह निर्णय लेने से पहले मुझसे सलाह क्यों नहीं ली गई?” मैं भी एक पक्षी हूँ।’ मोर ने तुरंत जवाब दिया, “यह फैसला जंगली पक्षियों ने लिया है अब तुम दूर-दूर की यात्रा करके मानव नगरों और गाँवों में जा बसे हो।
क्रोधित होकर काले कौए ने पूछा, “तुमने राजा किसको चुना है ?” फिर मोर ने कहा की “उल्लू को”। यह सुनकर कौआ आग बबूला हो गया। वह जोर-जोर से चिल्लाने लगा और अपना सिर पीटने लगा। मोर ने कहा, “अरे! तुम्हें क्या हो गया? कौआ ने कहा, “तुम सब बहुत मूर्ख हो। राजा उल्लू है, जो दिन में सोता है और उसे रात में ही दिखाई देता है। तुम अपनी परेशानी किसके पास लेकर जाओगे। इतने सुंदर और बुद्धिमान पक्षी होने के पर भी , आपने एक आलसी और कायर उल्लू को अपना सम्राट चुना।
धीरे-धीरे कौए की बोली का प्रभाव अन्य पक्षियों पर भी पड़ने लगा। सब आपस में कानाफूसी करने लगे। उसे लगने लगा कि उसने बहुत बड़ी गलती की है। इस वजह से, देखते ही देखते , सभी पक्षी उस क्षेत्र से भाग गए। राज्याभिषेक के लिए सजाया गया क्षेत्र पूरी तरह वीरान हो गया। जैसे ही उल्लू और दो तोते वापस आए, उन्होंने पाया कि वह इलाका सुनसान है। यह देख कर वे दोनों अपने साथियों की खोज में और उनके जाने का कारण जानने के लिए उड़ चले। साथ ही उल्लू को कुछ दिखाई नहीं दे रहा था; परिणामस्वरूप, वह कुछ भी नहीं जानता था और राज्याभिषेक की तैयारी करने लगा, लेकिन हर जगह शांति होने पर उसे संदेह हुआ।
उल्लू जोर से चिल्लिया सब कहा गए । इस बीच, पेड़ पर रहने वाले उल्लू के साथी ने कहा, “सब लोग चले गए।” आपका राज्याभिषेक इस समय नहीं होगा। तुम जंगल के पक्षियों के सिंहासन पर नहीं चढ़ोगे। जब उल्लू ने यह सुना, तो वह चिल्लाया, “क्यों? क्या हुआ?” उल्लू के मित्र ने कहा, “एक कौवा आया और सबको पट्टी पढ़ाई” यही कारण है कि सब चले गए। केवल वो कौवा यहाँ मौजूद है।
यह सुनते ही उल्लू का राजा बनने का सपना चकनाचूर हो गया। उल्लू ने कौवे से पूछा, “तुमने मेरे साथ ऐसा क्यों किया?” हालांकि, कौवे ने कोई जवाब नहीं दिया। इस बीच, उल्लू ने घोषणा की, “आज के रूप में, कौवा मेरा दुश्मन है।” अब से सारे कौए उल्लू के दुश्मन होंगे और यह दुश्मनी कभी खत्म नहीं होगी। इसके बाद उल्लू ने दूर की उड़ान भरी ।
उल्लू की धमकी सुनकर कौआ अत्यंत परेशान हो गया और कुछ देर विचार करने लगा। इस दौरान उसे अहसास हुआ कि उसे उल्लू से बेवजह का द्वेष ले लिया है। इसी तरह, उसे अपने किए पर गहरा पछतावा हुआ, लेकिन वह अब उन्हें सुधार नहीं सका क्योंकि स्थिति बिगड़ गई थी। इसी सोच में कौआ उड़ गया। तभी से उल्लू और कौवे के बीच दुश्मनी चली आ रही है। नतीजतन, उल्लू जब भी अवसर मिलता है कौवे को मार डालता है, और कौवे उल्लू को मार डालते हैं।
